CHINA: New Five-Year Plan envisions four refining, three ethylene bases

China’s Ministry of Industry and Information Technology (MIIT) has released general details on the country’s new five-year plan (2011-2015), including establishing up to four new refining bases and three ethylene production bases.

The refining bases, to be set up in coastal regions, would each have a refining capacity of 20-million t/y, while the ethylene facilities would each have a production capacity of 2-million t/y.

In addition, MIIT estimates that China will increase its crude processing capacity to 600-million t/y by 2015 from 450-million t/y in 2011.
